Concord, NH – Assistant Majority Leader Jeanine Notter (R-Merrimack) applauds the passage of HB1542-FN through the House of Representatives. This legislation restores fairness and transparency to New Hampshire’s renewable energy compliance system by returning Alternative Compliance Payments (ACP) directly to ratepayers.
“This bill is about protecting the ratepayer,” said Assistant Majority Leader Notter. “For too long, Granite Staters have absorbed hidden energy costs embedded in compliance schemes that lack accountability. If utilities collect compliance payments, those dollars should go back to the families and small businesses who paid them, not into a bureaucratic slush fund.”

HB 1542-FN aligns with that principle by reducing upward pressure on electric rates and putting consumers first.
